Piedmont Natural Gas Company, Inc. has filed to receive permission to implement a margin decoupling mechanism. This mechanism, sought in the name of energy conservation, would “decouple” Piedmont’s revenues from the amount of natural gas used by Piedmont’s non-business consumers. This is to align the interests of Piedmont with those consumers so that Piedmont will have incentives to encourage energy conservation in conformity with Tennessee’s energy conservation policy adopted by the 2009 General Assembly as Public Chapter 531. The Consumer Advocate has intervened to insure that any decoupling or other energy conservation measure properly considers all relevant factors and is in the best interest of Piedmont, consumers and the efficient use of energy, in accordance with the energy policy adopted by the General Assembly in 2009.
