Mr. Palmer worked for U.S. Department of Agriculture 33 years, 15 of which were in management. Before his retirement, he was the Tennessee Food and Nutrition Officer-in-Charge for USDA. Mr. Palmer has spent most of his professional life working to improve the health of Tennesseans and to assure that federal assistance programs in Tennessee were carried out according to federal and state regulations. In his capacity as the Tennessee Food and Nutrition Officer-in-Charge for USDA, Mr. Palmer worked regularly with the staff persons of the Departments of Human Services, Education, Agriculture, and Health, as well as TEMA, to implement services funded and/or regulated by FNS. Projects under his responsibilities included: the Food Stamp Program; Children’s Summer Food Service Program; Commodity Distribution Program; Supplemental Food Program; and Child and Adult Care Food Program. Mr. Palmer’s duties also included fraud investigations, complaint resolution, and merchant enrollment and training for the Food Stamp Program in Tennessee. He also was responsible for Civil Rights Outreach and Compliance and assisted in criminal cases involving USDA Office of Inspector General, U.S. Secret Service, Internal Revenue Service, and the U.S. Attorney’s Office. Some of Mr. Palmer’s community services include: serving as an Ordained Deacon for 15 years; chairing the Deacon Board and the Church Building Committee; serving on the Knoxville Nutrition Council; serving on National Disaster Relief Teams; and serving as Sunday School teacher.
