In December 1989, the Wayne County Boot Camp (WCBC) was reorganized as a special alternative incarceration unit commonly referred to as the "boot camp." The boot camp is a highly disciplined, military style program combined with various treatment programs. Eligible offenders are 35 years of age or under and convicted of non-violent crimes with sentences of six years or less. Some inmates convicted of certain drug offenses with a sentence not greater than 12 years may also be considered for the boot camp.  The program is operated as minimum security.

Military training consists of drill and ceremony, physical training, and respect for authority. Available programs include adult basic education and pre-release. Discipline is a vital part of this program.  Inmates participate in the boot camp program for 90 to 120 days. After successfully completing the program, inmates are released to probation supervision.

In February 1993, the mission of the boot camp was modified to include 50 beds for geriatric inmates. Geriatric inmates must be 55 years of age or older and be able to participate in a work program. These inmates provide labor for community service projects and must be minimum direct or minimum trusty custody level.

In March 1997, a 300 bed Technical Violator Center opened.  In October 2006, a new Parole Technical Violators Diversion Program began.  Inmates in this program are assigned by the Board of Probation and Parole.  Their release date is then contingent upon successful completion of the program.  This program's foundation is therapeutic community, education and pre-release, with work being a vital component.  Inmates are involved in support jobs at the facility and also provide labor for many community service projects.

I-40 West to exit 126 TN-69.  Take TN-69 South and continue south onto TN-114.  After traveling 40 miles from exit 126, turn right onto Carroll Road.  Wayne County Boot Camp will be on the left.
