When the Division of Mental Retardation Services (DMRS) Deputy Commissioner Stephen Norris took the reins of the Division there were numerous challenges and problems to face and overcome. One hurdle was the disenchantment of stakeholders who felt the Division operated without hearing what the individuals involved in the system experienced, felt or needed.
Deputy Commissioner Norris addressed the advocates’ concerns quickly, forming an advisory council. The council is composed of DMRS personnel, consumers, family members, guardians and advocates. The group meets once a month in day-long sessions, working on a variety of topics such as systems change and policy development. The purpose is for all stakeholders to be represented and feel a sense of ownership and pride in the DMRS system. The outcome should be a “Win-Win” for all participants in all levels of the system.
