About Arlington

The Arlington Developmental Center (ADC), is located in Arlington, east of Memphis. The current ADC census is 128.

Arlington features a person-centered approach to supports and services. Its mission is titled “Building Better Lives.” Success is defined as: Ensuring well-being, individual recognition, providing opportunities for choice, fostering personal relationships, and participation in the community for the persons living at ADC.

Arlington Closure

In 1992 the United States Department of Justice sued the State of Tennessee for violations of the Civil Rights of Institutionalized Persons Act (CRIPA) at Arlington Developmental Center (ADC). The advocate groups, People First and the West Tennessee Parent/Guardian Association soon joined the litigation.

In early 2007 an accord was reached involving the state, and the plaintiffs. Highlights of the agreement are:

  • DMRS, with a broad and detailed plan in development, will downsize ADC within the next three years leading to its closure.
  • DMRS will build and operate 12 state-run community-based Intermediate Care Facilities/Mental Retardation (ICF/MR), which will be home to four persons each.
  • DMRS will build and operate a resource center offering services not readily accessible, some of which are: Assistive Technology, dental, speech language pathology and behavioral analysis.
  • DMRS will continue improvement of community services and supports.
  • The definition of "at risk," which relates to persons eligible for ADC, but were unable to gain admittance due to a moratorium on admissions (Those persons are being identified by DMRS and will become class members).

DMRS will continue to meet quarterly with the parties to provide progress reports on the provisions of the agreement and future plans.
