The ECD Office of Special Projects is responsible for the provision of engineering, environmental and technical graphics expertise as well as data on large industrial sites primarily to ECD job development specialists but also to Tennessee communities and industries. Its scope of responsibilities includes site and infrastructure analysis and environmental permitting issues.
The office develops, maintains and updates a database of large industrial sites across the state. It is also the NEPA contact point for the department and acts in an environmental liaison capacity with state and federal regulatory agencies. Other technical interagency issues such as utilities, energy and transportation are addressed by this office.
The Building Finance Committee of the Tennessee Board for Economic Growth is administratively housed in the Office of Special Projects. Said committee issues certificates of need for public industrial park development projects financed by the bonds and notes of Tennessee cities and counties.
