Tennessee’s Early Intervention System's Early
Intervention Programs
Report to the Public: May 2007
Individual’s with Disabilities Education Act (IDEA) was re-approved
in December 2004. Along with this re-approval came the new responsibility
for all States to provide information to their public (community) about the
performance of early intervention service programs in comparison to the State’s
performance.
The report of these early intervention service programs may be read through
Tennessee’s Early Intervention website by clicking on the district
name of interest in the box below. To help read Tennessee’s report
with understanding, a number of words and terms which have been used in the
report are defined below:
- Reporting Period = the period of time which information
used in this report was gathered.
- Performance Status Key = symbols used to describe the
early intervention program’s performance compared with the target
(goal) Tennessee has set for performance.
- TEIS POE = Tennessee’s Early Intervention System
Point of Entry Office. There are nine of these offices across the
state, one in each district. These offices are responsible for determining
if a child is eligible for early intervention services in Tennessee and
if they are found to be eligible, for coordinating their services through
an Individualized Family Service Plan (IFSP). The nine district POEs,
along with the counties in the district, are listed within the three Groups
below:

- Core early intervention providers = Providers within
each of the nine districts who are largely responsible for providing early
intervention services to eligible children and families.
- SPP = State
Performance Plan. A six-year plan
that all States developed related to operating an early intervention program
in their State. In the Plan each State set targets (goals) for their
performance related to Federal indicators (markers). To read Tennessee’s

- APR = Annual
Performance Report. Each year Tennessee
reports to the Federal Office of Special Education Services the
progress it has made towards reaching State targets (goals) set in the
SPP. To read Tennessee’s SPP, click here.
- Indicator = a marker or standard set by the Federal
Office of Special Education for all States. States are to compare
their performance by these indicators when yearly reviewing their early
intervention programs.
