Getting Started in NetDMR

On May 19, 2017, all existing NetDMR user accounts were fully integrated with EPA's Central Data Exchange (CDX) website. The improved NetDMR offers real-time identity proofing, electronic signatory agreements, and consolidated access to all EPA electronic reporting services. 3 Ways to Access NetDMR after May 19, 2017:

  • Sign in to your CDX account through cdx.epa.gov, click on your Role, and click Continue to NetDMR
  • Sign in to your NetDMR account through NetDMR.epa.gov, click on your Role, and click Continue to NetDMR
  • Visit the NetDMR Zendesk Support Portal, , click Login to NetDMR, Sign in to your account, click on your Role, and click Continue to NetDMR


Steps for new NetDMR users:

1. Go to https://netdmr.epa.gov and click on 'create a new account'
2. Select the NetDMR program service "NetDMR: Tennessee Division of Water Resources"
3. Select the appropriate user type/role
    • If you are expecting to sign a DMR, select the Permitee (signature) role. Identity proofing will be required*
    • All other permittee users will select the Permittee (no signature) role, and Data Providers will select the Data Provider role
4. Follow the steps to establish a User ID, password, security questions, and add your organization
    • If an organization does not show up in search, the user will need to add a new organization
5. Complete account set up and proceed to NetDMR

Steps for new NetDMR users with existing CDX Accounts:

1. Go to https://netdmr.epa.gov and enter your CDX User ID and password
2. Click the “Add Program Service Button”, select the "NetDMR: Network Discharge Monitoring Report" category, and add the "NDMR-TN: NetDMR: Tennessee Division of Water Resources" program service
3. Select the appropriate user type/role
    • If you are expecting to sign a DMR, select the Permitee (signature) role. Identity proofing will be required*
    • All other permittee users will select the Permittee (no signature) role, and Data Providers will select the Data Provider role
4. Complete account set up and proceed to NetDMR

Steps for registered NetDMR users:

1. NetDMR users will receive a user authentication email from NetDMR-notification@epa.gov
2. The email will include a Customer Retrieval Key (CRK) link that will allow you to activate your account
3. Click on the link and follow the steps to establish a User ID, password, security questions, and add your organization
4. CDX roles will be automatically selected. Users can modify their user roles after their accounts are established​
    • Identity proofing will be required for Permittee (signature) roles*
5. Complete account set up and proceed to NetDMR

*Users will still have the option of submitting a paper-based wet-ink signature agreement


User Types/Roles: 

The ability to electronically view, edit, and submit DMRs in NetDMR is determined by your user NetDMR user type/CDX role. User types/roles are split between the regulatory authority (regulators with the Tennessee Division of Water Resources), or internal users, and the regulated community (permittees and data providers), or external users.

Internal users can view user account details and DMRs,  manage permittees’ access to specific NPDES permits, and assist permit administrators with edit and view requests.

External users can view, edit, sign, and submit discharge monitoring reports (DMRs), or copies of record (CORs), in NetDMR.

    • Select the Permitee (signature) role* if you are expecting to sign DMRs.
    • Select the Permittee (no signature) role if you only need view or edit access to DMRs.
    • Select the Data Provider role if you are employed by a laboratory or consultant.

* No other roles can be associated with a permit in NetDMR until a Permittee (signature) role is assigned. Identity proofing in CDX will be required for all Permittee (signature) roles. Some signatories will need to be duly authorized by a responsible oficial before signing DMRs. For a complete definition of responsible official, please refer to​ 40 CFR section 122.22.
