As a prerequisite to the attainment of a Clean Water State Revolving Fund loan, the financial staff of the State Revolving Fund Loan Program (SRF Loan Program) reviews the applicant´s statement of changes in net assets and other financial statements to verify that user charge rates can produce adequate revenues to sufficiently sustain the projected costs of operation and maintenance, depreciation, and debt service. Other review procedures include, but are not limited to, ratio calculations, cash flow analysis, and rate structure analysis.
