This was an option developed by the Division of Underground Storage Tanks for tank owners wishing to upgrade substandard bare steel tanks. Substandard tanks were required to undergo an assessment to determine if they were suitable candidates for upgrading either by lining or adding cathodic protection. This option was allowed as an "other method" in lieu of an internal inspection for conducting the assessment. Tank owners who chose this method were allowed to use a combination of pre- and post- construction tank tightness testing AND immediate implementation of a monthly monitoring method of release detection in lieu of the other methods of assessment. If you upgraded steel tanks using the TAP, you should have implemented a form of monthly monitoring within 30 days of completing the upgrade. If you did not implement a form of monthly monitoring, please do so immediately.
