The Division of Health Planning uses health data to inform the state health plan and to advise legislators and policymakers. Some reports serve specialized audiences such as participants in the Certificate of Need process or within the departments of state government. Future reports will be of interest to general public. Health Planning only analyses data at the statistical population level (by county or region for example), never at the individual level. An individual's personal health information cannot be accessed through Health Planning's Data Warehouse.
Public Chapter 611 of the Acts of 2009 requires all group health plans and health insurance issuers to provide claims data for Tennessee residents to the Tennessee Commissioner of Commerce and Insurance or a designated entity. The Division of Health Planning is assisting the Department of Commerce and Insurance in implementing the law. Tennessee, like several other states, is creating an all payer claims database, which may be used by the state of Tennessee for the following purposes:
a. Improving the accessibility, adequacy, and affordability of patient healthcare and healthcare coverage
b. Identifying health and healthcare needs and informing health and healthcare policy
c. Determining the capacity and distribution of existing healthcare resources
d. Evaluating the effectiveness of intervention programs on improving patient outcomes
e. Reviewing costs among various treatment settings, providers, and approaches
f. Providing publicly available information on healthcare providers’ quality of care
Tennessee's All Payer Claims Database will not include personally identifying information such as subscriber names and social security numbers. The data within the Tennessee all payer claims database will be available only to authorized persons working for the state of Tennessee and its designated entities. The data will neither be released to the public nor deemed a public record. Additionally, the database will be used for analyzing and public reporting at the statistical population level, not the individual level.
