Division of Real Property Administration

About Our Division

West Tennessee School for the Deaf
  • The Division serves to develop the State's capital initiatives and real property assets for the benefit of the citizens of Tennessee.

  • Real Property Administration (RPA) is the implementation arm of the State Building Commission (SBC). It is responsible for all capital improvements including major renovations, new construction, and building design that includes energy efficiency and sustainability. The Division operates under the leadership of Assistant Commissioner Dottie Hagood, with Mike Fitts serving as State Architect and the Chief Staff Officer of the SBC.

  • The picture above is an example of this department's work. The project consists of the construction of a recreational and physical therapy building for the West TN School for the Deaf in Jackson, Tennessee. The facility is a single story structure enclosing approximately 10,490 square feet. A new canopy links the new facility to the existing school.

What We Do

Western Tennessee Mental Health Facility under construction

Another example of this department's work is the Western Mental Health Institute in Bolivar. This replacement facility will be comprised of 150 beds with space for staff, patient and administrative support functions.

Construction began in April 2008 with an estimated completion date of December 2009. In an effort to be responsive to energy and environmental concerns the new building will be certified by the Leadership in Energy and Environmental Design (LEED) program.
