State Building Energy Management Program
SBEM provides leadership in the implementation of the Tennessee Energy
Initiative (TEI). TEI is the action phase of the "Energy
Action Plan for Tennessee Buildings" which was approved by the
State Building Commission in August 1999. This plan is designed to
be self-funded by using the savings generated from facility modifications
to provide the investment capital required to fund projects and associated
costs. A strategic partnership was formed between the State Building
Energy Management Program, U.S. Department of Energy, and the Environment
Protection Agency for the purpose of development and implementation
of the plan. The States plan is modeled after the DOE "Rebuild
America Program" and complies with the Federal Government’s
“Energy Star Buildings Program.”
The Broad objectives of this plan are to:
· Reduce energy consumption and utility costs in State buildings
· Fund program activities with accrued utility budget savings
· Reduce or eliminate deferred maintenance in State buildings
· Incorporate energy efficiency in the planning and design
of new facilities
· Recognize outstanding performance of facility managers who
support the program.
