An owner contracts with a Tennessee registered architect or engineer to prepare design drawings before a building is constructed when the occupancy is in the jurisdiction of the State Fire Marshal's Office (SFMO). These drawings are submitted to the SFMO for review and approval based on compliance with statewide fire and building codes and standards. The construction of the building begins after the plans approval is issued (local building agency permitting requirements must also be considered by the designer).
