I. SCOPE:
A. SCOPE OF SERVICE:
1. TO PROVIDE JANITORIAL SERVICE FOR STATE OWNED AND OR
LEASED BUILDINGS. THE BUILDING SQUARE FOOTAGE STATED IS
AN ESTIMATE AND MAY NOT BE THE ACTUAL SQUARE FOOTAGE FOR
BID PURPOSES. PROSPECTIVE BIDDERS MUST DETERMINE THE
ACTUAL SIZE AND SCOPE OF THE JOB FOR BID PURPOSES.
2. BIDDER/CONTRACTOR SHOULD BE AWARE THAT STATE "LEASED"
SPACE IS SUBJECT TO CHANGE. "LEASED" SPACE IS FLEXIBLE,
AS LEASES ARE SUBJECT TO, BUT NOT LIMITED TO, ADDENDUMS,
AMENDMENTS, CANCELLATIONS, EXPIRATIONS, ETC.
ALL CONTRACTS FOR SERVICE REGARDING "LEASED" FACILITIES
ARE CONTINGENT UPON THE EXISTENCE OF AN EFFECTIVE "LEASE"
AGREEMENT BETWEEN LESSOR AND THE STATE OF TENNESSEE.
THE TERMINATION AND/0R CANCELLATION OF SUCH CONTRACT
AGREEMENTS ARE SUBJECT TO THE TERMS AND CONDITIONS OF THE
SOLICITATION.
B. BUILDING(S):
THE BUILDING(S) WILL BE LISTED BY LINE ITEM ON THE PRICE
SHEET WITH THE APPROXIMATE SQUARE FOOTAGE.
C. FACILITY ADMINISTRATOR:
THE FACILITY ADMINISTRATOR IS CHARGED WITH ADMINISTRATIVE
DUTIES AND RESPONSIBILITIES TO PROVIDE A SAFE, CLEAN, AND
SECURE ENVIRONMENT FOR TENANTS AND VISITORS WHILE ON
STATE PROPERTY.
THE FACILITY ADMINISTRATOR/FACILITY CONTACT, ADDRESS AND
TELEPHONE NUMBER ARE LISTED IN THE SOLICITATION.
D. INSPECTION AND WALK THROUGH:
IT IS RECOMMENDED THAT PROSPECTIVE BIDDERS ATTEND A
SCHEDULED INSPECTION AND WALK THROUGH PRESENTATION IN
ORDER TO INSPECT THE PREMISES AND FAMILIARIZE THEMSELVES
WITH BUILDING CONDITIONS AND GROUNDS PRIOR TO SUBMITTING
A BID. FAILURE TO ATTEND SUCH MEETINGS WILL NOT RELIEVE
CONTRACTOR FROM LIABILITIES INCURRED IN EVENT OF DEFAULT
IN CONTRACT AGREEMENT.

II. BIDDER/CONTRACTOR REQUIREMENTS:
A. CONTRACTOR QUALIFICATIONS:
1. CRITERIA FOR VENDOR/CONTRACTOR QUALIFICATIONS ARE DEFINED
BY THE TERMS AND CONDITIONS OF THE SOLICITATION. MINIMUM
QUALIFICATION REQUIREMENTS ARE AS FOLLOWS:
* BUSINESS - MINIMUM ONE (1) YEAR IN JANITORIAL AND/OR
CUSTODIAL OPERATIONS AND BUSINESS.
* REFERENCES - MINIMUM OF THREE (3) CURRENT CONTRACTS OF
APPROXIMATE SIZE AND SCOPE IN EFFECT WITH SATISFACTORY
/EXCEPTIONAL PERFORMANCE AND SERVICE.
B. CONTRACTOR REQUIREMENTS AND RESPONSIBILITIES:
1. THE CONTRACTOR TO FURNISH ALL EXPENDABLE SUPPLIES (E.G.,
TOILET TISSUE, HAND TOWELS, SOAP, PLASTIC TRASH CAN
LINERS, ETC.), AND CONTRACTOR IS TO DISTRIBUTE AND
INSTALL EXPENDABLE SUPPLIES.
NOTE: WHERE APPLICABLE, IT WILL BE NOTED ON EACH LINE
ITEM AS TO VENDOR RESPONSIBILITY.

THE CONTRACTOR IS RESPONSIBLE FOR SUPERVISION OF
CONTRACTOR EMPLOYEES, AND AT THE FREQUENCY SPECIFIED,
WHILE PERFORMING SERVICES UNDER THIS CONTRACT AGREEMENT.
3. THE CONTRACTOR SHALL HAVE A THOROUGH KNOWLEDGE OF THE
VARIOUS CLEANING TASKS, EQUIPMENT, MATERIALS, AND
SUPPLIES TO BE USED WITHIN THE SCOPE OF THIS AGREEMENT.
THE CONTRACTOR IS EXPECTED TO ACCEPT RESPONSIBILITY AND
PROVIDE PERSONAL SUPERVISION FOR THOSE PERSONS EMPLOYED
BY THE CONTRACTOR.
4. ALL SUPERVISORS SHALL HAVE A THOROUGH KNOWLEDGE OF THE
VARIOUS CLEANING TASKS, EQUIPMENT, AND MATERIALS SO AS TO
BE ABLE TO BOTH PROPERLY TRAIN AND DIRECT EMPLOYEES IN
THEIR INDIVIDUAL TASKS, AND TO MAINTAIN AND CONTROL AN
EFFECTIVE INSPECTION AND FOLLOW-UP PROGRAM.
5. THE CONTRACTOR SHALL EMPLOY AT ALL TIMES, THE QUANTITY
AND QUALITY OF SUPERVISION NECESSARY FOR THE EFFECTIVE
AND EFFICIENT MANAGEMENT OF CLEANING OPERATIONS. THE
CONTRACTOR SHALL ORGANIZE THE CLEANING SCHEDULE TO
MINIMIZE THE WORK AREAS NEEDING LIGHTING AT ANY ONE TIME
DURING CLEANING. THE CONTRACTOR SHALL PLACE THE HIGHEST
PRIORITY ON ENERGY CONSERVATION AND SHALL COORDINATE ALL
ACTIVITIES WITH THE FACILITY ADMINISTRATOR FOR THE MOST
ECONOMICAL OPERATION OF THE BUILDING EQUIPMENT, MACHINERY
AND SYSTEMS.
6. CONTRACTOR IS EXPECTED TO PROVIDE FOR EMPLOYEE SAFETY AND
ACCEPT RESPONSIBILITY FOR EMPLOYEE/PERSONAL INJURY DURING
PERFORMANCE OF SERVICES UNDER THIS CONTRACT AGREEMENT.
7. CONTRACTOR IS EXPECTED TO EMPHASIZE SAFETY DURING USE OF
POWERED AND NON-POWERED EQUIPMENT. IN THE EVENT OF
PROPERTY DAMAGE, THE STATE WILL DETERMINE THE EXTENT AND
LIABILITY OF THE PARTIES INVOLVED.
8. ALL CONTRACT/CONTRACTOR PERSONNEL MAY BE REQUIRED TO SIGN
IN AND SIGN OUT AT THE JOB SITE WITH SECURITY AND/OR
TENANT REPRESENTATIVES AS DESIGNATED BY THE FACILITY
ADMINISTRATOR.
9. IF PROPERTY DAMAGE RESULTING FROM CONTRACTORS NEGLIGENCE
HAS TO BE REPAIRED AND/OR REPLACED BY THE STATE; THE
EXPENSE FOR SUCH WORK SHALL BE DEDUCTED FROM THE MONIES
DUE THE CONTRACTOR. THE STATE RESERVES THE RIGHT TO
PURSUE CLAIMS FOR DAMAGES THROUGH ANY AND/OR ALL LEGAL
MEANS AVAILABLE TO THE STATE.
10. INSURANCE REQUIREMENTS ARE DEFINED BY THE TERMS AND
CONDITIONS OF THE SOLICITATION.
III. GENERAL SPECIFICATIONS AND SPECIAL REQUIREMENTS, ALL AREAS:
SPECIFICATION REQUIREMENTS AS WRITTEN ARE STATED IN GENERAL
TERMS AND IN REFERENCE TO BUILDING(S) DESIGN, LAYOUT AND/OR
CONDITION. THE LACK AND/OR OMISSION OF DETAILED
SPECIFICATIONS DOES NOT MINIMIZE ACCEPTABLE LEVELS OF SERVICE
AND ONLY THE BEST COMMERCIAL PRACTICES ARE ACCEPTABLE.
SERVICES AS DEFINED IN THE SPECIFICATIONS AS "SPECIAL
REQUIREMENTS" MAY BE REQUESTED AT THE DISCRETION OF THE
FACILITY ADMINISTRATOR.
A. DEFINITIONS:
1. "OFFICE AREAS" SHALL MEAN ALL ENCLOSED SPACE USED FOR
WORK AREAS OFF PUBLIC CORRIDOR AREAS. THESE AREAS SHALL
INCLUDE LIBRARY AREAS AND/OR CONFERENCE ROOM AREAS.
2. "PUBLIC AREAS" REFERS TO ALL ENTRANCES INCLUDING DOCKS,
LOBBIES, INTERIOR STAIRWELLS, ELEVATORS AND CORRIDORS.
3. "RESTROOM AREAS" SHALL MEAN ALL OFFICE AND PUBLIC
RESTROOMS (MEN AND WOMEN) LOCATED WITHIN THE BUILDING(S).
4. "KITCHEN AREA", WHERE APPLICABLE, WILL BE THOROUGHLY
CLEANED DURING EACH DAY OF SERVICE REQUIRED BY THIS
AGREEMENT.
5. SCRUBBING - IN THE CONTEXT OF THESE SPECIFICATIONS SHALL
MEAN THE REMOVAL OF ALL FOREIGN MATERIAL FROM A FLOOR BY
USE OF A CLEANING SOLUTION OF WATER AND DETERGENT AND
SHALL RESULT IN A SURFACE FREE OF DIRT, HEEL MARKS, AND
RESIDUAL CLEANING SOLUTIONS AND FILMS.
6. DUST MOPS - ALL DUST MOPS TO BE SPECIFICALLY TREATED
BEFORE USE TO AID IN THE REMOVAL OF DUST AND DIRT. AFTER
DUST MOPPING, FLOORS ARE TO BE FREE OF LITTER, DEBRIS,
AND GRIT. TREATMENT THAT LEAVES AN OIL FILM ON FLOORS IS
PROHIBITED.
7. CARPET CLEANING: (WHERE APPLICABLE)
A. SHAMPOO - WET/DRY METHOD
THE CONTRACTOR SHALL SAFELY AND THOROUGHLY CLEAN RUGS AND
CARPETS USING A COMMERCIAL RATED VACUUM MACHINE WHEREBY
ALL FOREIGN MATTER IS REMOVED. RUGS/CARPETS SHALL BE PRE-
SPOTTED PRIOR TO SHAMPOOING AND MAY BE CLEANED BY EITHER
WET OR DRY METHOD. THE WET METHOD SHALL BE WITH A
COMPLETELY SYNTHETIC DETERGENT, MEETING THE HIGHEST
COMMERCIAL STANDARDS. THE DRY METHOD SHALL MEET THE
HIGHEST COMMERCIAL STANDARDS OF THE CARPET CLEANING
INDUSTRY. ALL TRACES OF DIRT, GRIME, AND SOIL SHALL BE
REMOVED FROM CARPETS/RUGS AND THERE SHALL BE NO EXCESSIVE
SHRINKAGE WHICH AFFECTS THE APPEARANCE OR DURABILITY.
RUGS AND CARPETS SHALL BE VACUUMED AFTER CLEANING AND
SHAMPOOING WITH A WET/DRY MACHINE AND THERE SHALL BE NO
LINGERING OR OBJECTIONABLE ODOR. CARPET UNDER FURNITURE
AS WELL AS EXPOSED CARPET SHALL BE CLEANED. CONTRACTOR
IS RESPONSIBLE FOR MOVING FURNITURE AND BRUSHING CARPET
TO RESTORE FLATTENED PILE. THE CONTRACTOR IS FULLY
RESPONSIBLE FOR CORRECTING ANY DAMAGES RESULTING FROM
EITHER THE METHOD OF CLEANING OR FAULTY WORKMANSHIP.
B. STEAM (WATER) METHOD:
RUGS AND CARPETS SHALL BE THROUGHLY CLEANED BY A
COMMERCIAL RATED VACUUM MACHINE OR RUG DUSTING MACHINE TO
REMOVE ALL EMBEDDED FOREIGN MATTER. THE CLEANING PROCESS
SHALL NOT CAUSE SHRINKAGE OR RUGS OR CARPETING OR AFFECT
THEIR APPEARANCE OR DURABILITY. WHEN APPLYING THE HOT
WATER "STEAM" METHOD, RUGS AND CARPETING SHALL BE CLEANED
WITH HOT WATER AT A TEMPERATURE OF 150 DEGREES F. OR
HIGHER AT POINT OF ORIGIN, I.E., FAUCET OR TANK. THE
CLEANING PROCESS SHALL REMOVE ALL TRACES OF DIRT, GRIME,
AND SOIL LEAVING RUGS AND CARPET FREE FROM ALL RESIDUAL
OR FOREIGN MATTER. THE CONTRACTOR WILL BE FULLY
RESPONSIBLE FOR THE CORRECTION OF ANY DAMAGE OR FAULTY
WORKMANSHIP CAUSED BY CONTRACTOR'S METHOD OF CLEANING.
THE CARPET UNDER ALL FURNITURE IS TO BE CLEANED AS WELL
AS EXPOSED CARPET. THE BIDDER SHALL BE RESPONSIBLE FOR
REMOVING FURNITURE. WHEN NECESSARY, RUGS AND CARPET SHALL
BE BRUSHED TO RESTORE FLATTENED PILE.
NOTE: THE FACILITY ADMINISTRATOR SHALL SCHEDULE AND
APPROVE RUG AND CARPET CLEANING.
8. GLASS CLEANING:
"GLASS CLEANING" REFERS TO GLASS AREAS TO BE CLEANED AS
DEFINED IN THESE SPECIFICATIONS AS "GLASS CLEANING",
(I.E., DOOR GLASS, GLASS SHELVES, GLASS PARTITIONS,
PICTURES, BOOKCASES, ETC.).
B. GENERAL REQUIREMENTS, ALL AREAS:
1. ALL AREAS DETERMINED TO BE "SECURITY AREAS" SHALL ONLY BE
CLEANED UPON REQUEST OF THE FACILITY ADMINISTRATOR AND
MAY REQUIRE THE PRESENCE OF A REPRESENTATIVE OF THE
AGENCY OCCUPYING THE AREA.
2. FOR ALL OPERATIONS WHERE FURNITURE AND EQUIPMENT MUST BE
MOVED, NO CHAIRS, WASTE PAPER BASKETS OR OTHER SIMILAR
ITEMS SHALL BE STACKED ON DESKS, TABLES, OR SILLS. UPON
COMPLETION OF WORK, ALL FURNITURE AND EQUIPMENT MUST BE
RETURNED TO ITS ORIGINAL POSITION.
3. AFTER SWEEPING AND DUST MOPPING OPERATIONS, ALL FLOORS
SHALL BE CLEAN AND FREE OF DUST STREAKS. NO DIRT SHALL BE
LEFT IN CORNERS, BEHIND RADIATORS, UNDER FURNITURE,
BEHIND DOORS, ON STAIR LANDINGS ETC.
4. WET MOPPING AND SCRUBBING - ALL FLOORS SHALL BE PROPERLY
PREPARED, THOROUGHLY SWEPT TO REMOVE DIRT AND DEBRIS, AND
TO INCLUDE THE REMOVAL OF GUM, TAR AND SIMILAR SUBSTANCES
FROM THE FLOOR SURFACE. THE FLOOR SHALL BE CLEAN AND FREE
OF DIRT, WATER STREAKS, MOP MARKS, STRINGS, ETC. AND
PROPERLY RINSED AND DRY MOPPED TO PRESENT AN OVERALL
APPEARANCE OF CLEANLINESS. ALL SURFACES SHALL BE DRY AND
CORNERS, CRACKS, AND CREVICES CLEAN. WHERE SCRUBBING IS
DESIGNATED, IT MAY BE PERFORMED BY MACHINE AND/OR
MANUALLY.
5. DUSTING - DUST SHALL NOT BE MOVED FROM PLACE TO PLACE,
BUT REMOVED DIRECTLY FROM THE AREAS IN WHICH IT LIES AND
BY THE MOST EFFECTIVE MEANS (I.E., APPROPRIATELY TREATED
DUST CLOTHS, VACUUM, ETC.) WHEN DOING HIGH CLEANING, DUST
SHALL NOT BE ALLOWED TO FALL ONTO FURNITURE AND EQUIPMENT
BELOW. THE FOLLOWING CONDITIONS SHALL EXIST AFTER THE
COMPLETION OF EACH DUSTING TASK:
A. THERE SHALL BE NO DUST STREAKS.
B. CORNERS, CREVICES, MOLDINGS, LEDGES, WINDOW SILLS,
WINDOW SHADES/BLINDS AND ETC. SHALL BE DUST FREE.
C. THERE SHALL BE NO OILS, SPOTS OR SMUDGES ON DUSTED
SURFACES CAUSED BY DUSTING TOOLS.
D. WHEN INSPECTED THERE SHALL BE NO TRACES OF DUST ON
ANY SURFACE.
6. DAMP WIPING - THIS TASK CONSISTS OF USING A CLEAN DAMP
CLOTH OR SPONGE TO REMOVE ALL DIRT, SPOTS, STREAKS, AND
SMUDGES FROM WALLS, GLASS AND OTHER SPECIFIED SURFACES
AND THEN DRYING TO PROVIDE A POLISHED APPEARANCE. THE
WETTING SOLUTION SHALL CONTAIN AN APPROPRIATE CLEANING
AGENT. WHEN DAMP WIPING IN TOILET AREAS, A MULTI-PURPOSE
(DISINFECTANT-DEODORIZER) CLEANER SHALL BE USED.
7. BRIGHT METAL POLISHING - MAY BE PERFORMED BY DAMP WIPING
AND DRYING WITH A SUITABLE CLOTH PROVIDED A POLISHED
APPEARANCE IS OBTAINED BY THIS METHOD. HOWEVER, IF A
POLISHED APPEARANCE CANNOT BE PRODUCED, AN APPROPRIATE
METAL POLISH SHALL BE USED.
8. PORCELAIN WARE CLEANING - PORCELAIN FIXTURES (DRINKING
FOUNTAINS, WASH BASINS, URINALS, TOILETS, ETC.) SHALL BE
CLEAN AND BRIGHT; THERE SHALL BE NO DUST, SPOTS, STAINS,
RUST, ENCRUSTATION OR EXCESS MOISTURE. WALLS AND FLOORS
ADJACENT TO FIXTURES SHALL BE FREE OF SPOTS, DRIPPINGS,
AND WATERMARKS.
9. CARPET CLEANING - (WET/DRY/STEAM METHODS) - CARPETS SHALL
BE CLEANED UTILIZING ONE OR MORE OF THE SPECIFIED METHODS
AT INTERVALS AS SPECIFIED ON EACH LINE ITEM.
C. DAILY/NIGHTLY SERVICES - PUBLIC AREAS, RESTROOMS, OFFICES

WASTE RECEPTACLES:
1. EMPTY WASTE RECEPTACLES OF TRASH AND REPLACE PLASTIC
LINERS.
WHEN APPLICABLE - EMPTY SAND URNS OF CIGARETTE BUTTS AND
WASTE AND DAMP WIPE URNS AND REPLACE SAND. DAMP WIPE AND
EMPTY WALL HUNG URNS AND REFILL WITH WATER.
DRINKING FOUNTAINS:
1. WASH AND DISINFECT ALL DRINKING FOUNTAINS AND DRY SHINE
TO PREVENT SPOTTING.
GLASS CLEANING:
1. CLEAN GLASS DOORS ON ALL ENTRANCES (INSIDE AND OUTSIDE).
*** RESTROOMS ***
WASTE RECEPTACLES:
1. EMPTY ALL WASTE RECEPTACLES AND REPLACE PLASTIC LINERS.
WHEN APPLICABLE - RETURN RECEPTACLES TO PROPER LOCATION
AND POSITION.
FLOORS:
1. SWEEP AND THEN MOP TILE OR VINYL FLOORS AND VACUUM ANY
CARPETED AREAS.
WATER CLOSETS AND URINALS:
1. ALL WATER CLOSETS, SEATS, AND URINALS SHALL BE WASHED
INSIDE AND OUT WITH A DISINFECTANT DETERGENT.
2. SEATS SHALL BE LEFT IN A RAISED POSITION.
3. NO ACID BOWL CLEANERS TO BE USED. TO REMOVE BUILD-UP, DEO
BOWL OR EQUAL TO BE USED.
WASH BASINS:
1. SHALL BE CLEANED AND WIPED FREE OF ALL WATER MARKS.
SCOURING POWDERS ARE NOT TO BE USED.
2. PIPES UNDER BASINS TO BE DAMP WIPED AND POLISHED.

AROUND ENTIRE BUILDING, GROUNDS AND PARKING LOT. SWEEP
WALKS, ENTRANCES, STEPS, PORCHES, ETC. CLEAN ALL
CIGARETTE BUTTS, PAPER, TRASH, ETC. EMPTY ALL RECEPTACLES
URNS, ETC. AND REPLACE LINERS, SAND, ETC. WHERE
APPLICABLE. CLEAN WITH WATER AND CLEANING SOLUTION ALL
SPILLS, GARBAGE RESIDUE AND OTHER DEPOSITS FROM WALKS,

F. SNOW AND ICE REMOVAL:

SEASONAL CARE MAY BE PERFORMED ON AN AS NEEDED BASIS AS
DETERMINED BY THE FACILITY ADMINISTRATOR; HOWEVER, DAILY
POLICING OF THE GROUNDS WILL BE REQUIRED FOR REMOVAL OF
TRASH AND OTHER DEBRIS. THE BID PRICE SHALL BE FULL
COMPENSATION FOR PERFORMING SNOW AND ICE REMOVAL
INCLUDING FURNISHING ALL LABOR, EQUIPMENT, TOOLS AND
INCIDENTAL SUPPLIES NECESSARY TO COMPLETE THE WORK.
2. THE REMOVAL OF SNOW AND ICE FROM SIDEWALKS AND ENTRANCE
WAYS INTO THE BUILDING(S) IS BY THE MOST EFFECTIVE MEANS
AVAILABLE (I.D., SHOVEL, SNOW BLOWER, NON-CORROSIVE
CHEMICAL PRODUCT SUCH AS ICE MELT, ETC.). THE NEED FOR
SNOW AND/OR ICE REMOVAL WILL BE ON AN AS NEEDED BASIS
DURING INCLEMENT WEATHER CONDITIONS AND/OR MORE OFTEN AS
DETERMINED BY THE FACILITY ADMINISTRATOR. IT IS
ANTICIPATED THAT INCLEMENT WEATHER CONDITIONS WILL EXIST
DURING THE MONTHS OF DECEMBER THROUGH MARCH.
