9/15/16 - Tennessee Department of Health Commissioner John Dreyzehner, MD, MPH, in consultation with Attorney General Herbert H. Slatery III today announced the Certificate of Public Advantage (COPA) application from Mountain States Health Alliance and Wellmont Health System is now complete. Read the news release here.

7/25/16 – The Tennessee Department of Health received additional information from Mountain States Health Alliance and Wellmont Health System on July 13, 2016 and July 25, 2016. This information was submitted in response to the department’s April 22, 2016 letter. Read the submissions here and here.

5/26/16 – On May 31, 2016, the Certificate of Public Advantage (COPA) Index Advisory Group will hold Listening Session #5 to receive comments on index measures they will recommend to Tennessee Department of Health (TDH) Commissioner John J. Dreyzehner, MD. The index recommendations can be read here . If a COPA is issued, TDH will be responsible for ongoing, active state supervision, according to recently promulgated state rules. This supervision will be informed by a transparent index of measures designed specifically for this COPA that will include measures of population health, access to health services, economic factors and other factors. These recommendations are just that – recommendations; the state rules require that the Commissioner have discretion on the items that will be included in any final index.

5/13/2016 – Time Change: The COPA Index Advisory Group Working Meeting will be held from 3:30 p.m. to 7:30 p.m. on Tuesday, May 17. 

4/28/16 – Advisory Group Listening Session #5 has been rescheduled to Tuesday, May 31, 2016, from 5:30 – 7:30 p.m. at the Sullivan County Health Department, 154 Blountville By Pass, Blountville. This change allows the Advisory Group two additional weeks to develop their recommendation for the index.

4/28/16 – On April 22, 2016, the Tennessee Department of Health issued its first request for additional information from Mountain States Health Alliance and Wellmont Health System regarding the application for the issuance of a Certificate of Public Advantage. The applicants provided an initial response on April 25, 2016. These letters can be read here.

4/7/16 - The Tennessee Department of Health issued its first request for additional information from Mountain States Health Alliance and Wellmont Health System regarding the application for the issuance of a Certificate of Public Advantage. Read the letter here.

3/3/16 – The applicants Wellmont Health System and Mountain States Health Alliance provided the Tennessee Department of Health with a crosswalk comparing the Tennessee and Virginia application requirements and the corresponding sections in both applications. Read the letter here.

3/3/16 – The Tennessee Department of Health requested an addendum from the Mountain States Health Alliance and Wellmont Health System in response to the January 25, 2016 letter from the Department. Read the request here

2/16/16 - The Tennessee Department of Health today confirms it has received an application for a Certificate of Public Advantage, COPA, from Mountain States Health Alliance and Wellmont Health System. The Department is currently reviewing the application for completeness; the application is available below. All interested stakeholders will have opportunities to provide input, in writing, by email or in person on whether the COPA should be issued. 10/29/15 - The charge for the Advisory Group is now posted here. The purpose of the Advisory Group is to recommend measures for an Index. If a COPA is issued, this Index would be used to track the progress of a Cooperative Agreement over time to ensure public advantage. The Advisory Group will hold a series of public meetings to assure regional input for these measures.
