American Recovery and Reinvestment Act emblem Under the American Recovery and Reinvestment Act (ARRA), Tennessee is receiving a substantial investment from the federal government to create and save jobs, and aid individuals and families affected by the recession. The Tennessee Department of Human Services administers several programs that will benefit from this investment, including the Weatherization, Food Stamp, Child Care programs and TANF Recovery
