Tennessee Access to Recovery

General Information

Access to Recovery is a Substance Abuse and Mental Health Services Administration (SAMHSA) federal discretionary grant which has its origins in the current federal administration’s commitment to provide alcohol and drug treatment and recovery support services to more individuals in need. This initiative incorporates commitments to ensuring genuine, free, and independent consumer choice of service provider; issuing vouchers for payment of services; and including faith-based organizations as service providers.

Tennessee was one of more than sixty states, territories, and tribal organizations to apply to SAMHSA for this funding, and we were one of fourteen states and one tribal organization to be awarded funds. The Office of the Governor was awarded $5.9 million annually for a three year project period for a total of $17.8 million. The Governor has designated the Department of Mental Health and developmental Disabilities, Division of Alcohol and Drug Abuse Services to administer these funds.

Tennessee Access to Recovery (TN-ATR) will provide service vouchers to eligible consumers for treatment services and recovery support services. Treatment services are targeted to eligible adults with a methamphetamine abuse or dependence diagnosis. Recovery support services are targeted to eligible adults, regardless of substance of abuse/addiction, who require these services to support their recovery and to prevent relapse.

Goals of Tennessee Access to Recovery are as follows:

  1. To expand consumer access to a wide array of treatment and recovery support services resulting in an increase in consumers served,
  2. To assure consumer choice of provider through issuing payment vouchers for services,
  3. To expand the array of treatment and recovery providers to include secular, faith-based, for-profit, not-for-profit, and government entities, and
  4. To increase the number of state authorized providers.
