Program and Policy Divisions and Offices of the Department of Mental Health and Developmental Disabilities

Division of Special Populations and Minority Services
Helps devise and implement services for special populations in Tennessee, including Children, Geriatrics, Minorities, persons with Co-Ocurring Disorders (Mental Illness and Substance Abuse) and others.

Division of Policy and Legislation
The Division of Policy and Legislation works with all program and planning areas to develop departmental policy through legislative initiatives, grant applications, data collection, contracting, program monitoring and service recipient advocacy.

Division of Recovery Services and Planning
Oversees Support, Employment/ Education,Transportation and Housing/Homeless (SETH) services, promoting recovery for persons diagnosed with mental illness and co-occurring disorders. Also coordinates Departmental planning including the statewide policy and planning councils, 3-year plan, MH block grant, and policy and contractual services.

Office of Consumer Affairs
Helps promote the interests of TDMHDD service recipients through training, promotion and advocacy by assisting with access to service and supports.

Office of Managed Care
Protects the interests of TDMHDD service recipients through oversight, review, monitoring and evaluation of the Behavioral Health Organizations who contract to provide services for the TennCare Partners Program.

Office of Licensure
Helps protect service recipients in Tennessee through service provider licensure and investigations.

Office of Clinical Leadership
Assists MHDD service recipients by providing clinical oversight of the TennCare Partners Program and conducting clinical research.

Office of Legal Counsel
Provides representation, advice and assistance to the Commissioner's Office, the Departmental Divisions and the Regional Mental Health Institutes in legal and administrative proceedings, and oversees HIPAA compliance and policy development.
