Clinically Related Group (CRG) and
Target Population Group (TPG) Assessments:
Clinically Related Group and Target Population Group assessments are used to provide operational definitions based on Federal guidelines for classifying mental health service consumers for the purpose of national, state, regional, and community service planning. CRG assessments are used for adults age 18 and above and TPG assessments are used for children/ adolescents under age 18. These assessments are done by TDMHDD approved CRG/TPG raters from authorized community mental health agencies and regional mental health institutes.
Managed care contractors are responsible for organizing and coordinating all the covered mental health and substance abuse services needed by consumers with an emphasis on achieving positive mental health outcomes for the consumers. The CRG/TPG Assessment aids in identifying those adults who are severely and/or persistently mentally ill (SPMI/SMI) and children with serious emotional disturbance (SED).
The CRG assessment is based on the person’s diagnosis, severity of impairment, duration of impairment, and need for services to prevent relapse. Based on this information, a rating of one through five is assigned to an adult, a rating of one, two, or three indicates SPMI/SMI. The TPG assessment is based on child’s diagnosis, severity of impairment, and presence of psychosocial issues, which can put the child at risk of SED. Based on this information, a rating of two through four is assigned to a child, and a rating of two indicates SED.
