Office of Minority Services

Minority Services, Office of Special Populations, includes coordination of Title VI activities such as the generation of Title VI reports to the Commissioner, the Governor and all other designated entities. The Office also provides technical assistance, monitors agencies which contract with the Department, and processes Title VI complaints.

What is Title VI?
Title VI is a part of the Civil Rights Act signed into law in 1964 by President Lyndon B. Johnson. Specifically it states that:

"No person in the United States shall, on the grounds of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance."
