Good afternoon!

This e-mail is to inform you of a few changes we are making at the Department of Revenue to better assist our county clerks. Many of you are aware that Ernie Congdon retired a couple of weeks ago and we wish her well! 

Ernie’s departure left us with an opportunity to reevaluate the level of service we are providing. Over the past year, you and your staff have provided comments through phone calls, e-mails, and in person at county clerk meetings. We have taken these suggestions into account as we formulated a new plan of action.

In an effort to give you access to key staff members, we have reassigned some of our Taxpayer and Vehicle Services staff to assist you with questions, handle problems, or provide other information as necessary. Leading this area will be Billy Trout. Billy has been with the Department for five years, most recently serving as manager of our tax call center and taxpayer education. He will now oversee our new county clerk support group, as well as the title and registration call center, and taxpayer education.

Billy and two key staff members will be dedicated to serving your needs. Assisting Billy will be Belinda Boddie and Kathy Duncan. As many of you already know, these ladies bring many years of experience and are very customer-service oriented. In addition to this special group, we will continue to have a diverse staff of experts at your disposal. Please see the attached information sheet for specific contact information.

We’ll be making more changes soon and will use the county clerk section of Revenue’s Web site, www.Tennessee.gov/revenue, and e-mail to communicate important information. Please check your e-mail and our Web site periodically to get the most updated information. 

Our new county clerk e-mail box is countyclerk.help@state.tn.us. Please use this dedicated e-mail address for any question you might have – tax law, vehicle law, procedures, or anything else. One of our staff members will reply quickly to your request. You are free to contact us by phone if you prefer. However, an e-mail request will allow us to better track your inquiries and ensure we respond in a timely manner.

Please let me know whenever I can be of personal assistance. We are pleased to be working alongside the county clerks and are confident these changes will allow us to better serve our fellow Tennesseans.
