Disabled Driver

Available to: Tennessee resident drivers or passengers confined to a wheelchair, able to walk only with difficulty or uncertainty or with vision of not more than 20/200 with corrective lenses. Disabled drivers may apply for license plates or placards. Disabled passengers may apply for placards only.

Temporary disabled person placards are also available for those with a temporary disabling condition for the estimated duration of the condition up to a maximum of six months. The temporary placard may be re-issued one time.

Notes: Please note the following changes to the issuance of disabled parking placards.

  1. The definition of a "disabled driver" now includes persons whose impairments limit them from walking 200 feet without stopping to rest.
  2. Persons who are permanently disabled shall not be required to submit certification, prior to the department renewing such permanent placard.
  3. Any person who knowingly or falsely misrepresents oneself as disabled in order to obtain a placard commits a Class A misdemeanor, punishable by a fine of up to $1,000.

Placards are personal to the disabled driver or passenger and may be used on any vehicle in which they are riding or driving.

The Disabled Person Placard Application Form (PDF) must be completed by the applicant and their physician or Christian Science Practitioner. The form is also available at the county clerk's office.


IF PERMANENTLY AND TOTALLY CONFINED TO A WHEELCHAIR, plates and placards are free. The plates are permanent; however, the placard must be renewed every two years. There is no fee for the renewal. One plate may be issued if the driver is the titled owner or lessee of the vehicle. If no vehicle is owned, a placard must be issued instead. If more than one family member qualifies for a free plate, one may be issued to each person eligible. Additional plates may be purchased.

A placard is issued free with the issuance of a plate or instead of the plate. Only one placard may be issued per vehicle registered by the driver, passenger or their immediate family with a maximum of two per disabled registrant.

IF PERMANENTLY DISABLED BUT NOT CONFINED TO A WHEELCHAIR, plates are issued to the disabled owner with an annual fee. If no vehicles are owned or the disabled applicant is a passenger, issue a placard instead.

One placard is issued free with the issuance of a disabled plate at the time the plate is being purchased. If the placard is issued instead of a plate, the permanent disabled placard fee is collected. In this instance, a second placard may be issued free for another car registered by the driver or their immediate family member. These placards shall expire every two years and may be renewed for a fee of $3.00.

IF TEMPORARILY DISABLED, placards are issued for the period of time noted on the application, not to exceed six months.

Hearing Impaired

Available to: Tennessee residents with a hearing disability registering a private passenger motor vehicle.
Annual Fee: $21.50
Personalized Plate Available: No

Notes: Not to be used in any commercial venture. Plate number assigned in sequence with alpha characters being TTY. Application must be accompanied with a doctor's statement indicating applicant is deaf. A hearing impaired placard, personal to the driver, is also available. This placard is issued by the Taxpayer and Vehicle Services Division. One placard is provided free, the second issued for $5.00.
