Titling a Low-speed Vehicle

A low-speed vehicle means any four-wheeled electric vehicle, excluding golf carts, whose speed is greater than twenty miles per hour (20mph) but not greater than twenty-five miles per hour (25mph), including neighborhood electric vehicle. To ensure motor vehicle safety, federal regulations require low-speed vehicles to be equipped with headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rearview mirrors, windshields, seat belts, and vehicle identification numbers.

To register a low speed vehicle, complete the Low-speed Vehicle Affidavit form, which certifies compliance with all of the safety standards required for a low speed vehicle and submit with the application for title and registration.  

Golf carts are excluded from this law and may never be titled and registered in Tennessee.
