TDOS Office of Public Affairs is committed to fostering a relationship of mutual trust, cooperation and respect with the public. Providing information to media outlets is an important aspect of achieving this goal – so is offering a topical, customer-centric on-line source of information.
It is the policy of the Tennessee Department of Safety Office of Public Affairs to make every reasonable effort to accommodate the news media to keep the public adequately informed, without jeopardizing safety, evidence, or the rights of suspects, defendants and other citizens.
The Public Affairs Office prepares and disseminates all media releases, statements, advisories, reports and other communication tools to keep the news media and public informed.
Jennifer Donnals was named the Communications Director for the Department of Safety and Homeland Security in March 2011. She oversees the department's external and internal communications. Prior to joining the agency, Donnals served nine years as Communications Director for the Shelby County District Attorney General's Office. In that role, she acted as spokesperson and interacted daily with local media. Donnals also spent 10 years as a television news producer. She worked as Executive Producer of Special Projects for WMC-TV in Memphis, where she produced several special reports for newscasts and various other special programs. In 2002, she won a regional Emmy Award from the Nashville Chapter of the National Academy of Television Arts and Sciences as executive producer in the Best Newscast category. Donnals also worked as Executive Producer of News at WSFA-TV in Montgomery, Alabama and as a News Producer at WTOL-TV in Toledo, Ohio. Born and raised in Toledo, Donnals earned a Bachelor of Science in Communications degree from Ohio University in Athens, Ohio. She and her husband have one daughter.
Public Information Officer
Dalya Qualls was named Public Information Officer for the Tennessee Department of Safety in April 2010. Originally from Belleville, Illinois, Qualls joined the agency after a seven-year career in collegiate athletic communications. Prior to her TDOS appointment, Qualls served as the first full-time Sports Information Director at Clark University (Mass.) (2006-09); as an Assistant Sports Information Director at Keene State College (N.H.) (2003-06), and held stints in the Public Relations Department of Southern Illinois University-Edwardsville (SIUE), East St. Louis Center; the St. Louis University, Billiken Media Relations Office; and the St. Louis Sports Commission. Qualls holds a Master of Science in Mass Communications from SIUE and earned a Bachelor of Arts degree in English from the University of Illinois-Champaign.
Mark Bourque serves as the Media Producer for the Tennessee Department of Safety from 1999 to the present. In 1995, he joined the Department of Employment Security and continued his state service in media production with the Department of Environment and Conservation. Bourque has more than 30 years experience working in the fields of media production, directing, writing, video productions, graphic design and layout and still photography. He is a native of Nashville, Tennessee, and earned his undergraduate degree in Telecommunications from Middle Tennessee State University. Bourque also holds a Masters Degree in Communication and a second Masters Degree in Education.
Raymond Fields started in the Networking Group with the Tennessee Department of Safety in 2007, and has served as Web Designer for the department since August 2008. Prior to moving back into graphics work, he installed, updated and maintained the departments’ servers. Fields previously worked in the Department of Finance and Administration and was the Network Systems Manager and Webmaster for the College of Business at Tennessee State University. A veteran of the United States Army, he created illustrations and designed various types of visual displays, documents, and publications as a Graphics Illustrator. Originally from Tokyo, Japan, Fields earned a Bachelor of Business Administration degree with a concentration in Management Information Systems from Tennessee State University.
