Public Chapter 1101 in a Nutshell

PC1101 provides that counties and their associated municipalities are to develop countywide growth plans. These plans are to be developed and recommended by coordinating committees and submitted to the county commissions and the governing bodies of the municipalities within the county. Counties and municipalities may either reject or ratify those plans. Ratified plans are submitted to the Local Government Planning Advisory Committee (LGPAC) for approval. The plans are to establish Urban Growth Boundaries (UGBs) for municipalities. They may also establish Planned Growth Areas (PGAs) and Rural Areas (RAs) for counties. County and municipal governments may declare an impasse and have plan conflicts resolved by the Secretary of the State's Office. Specified State agencies are required to impose sanctions in the form of denial of grants to counties and municipalities without approved plans by July 1, 2001.
