Children's Program Outcome Review Team

In 1994, CPORT/QSR was established by TCCY in response to its mission to gather information about the status of Tennessee's children in order to better educate and advocate for their needs. Since then, TCCY has evaluated services to children in state custody and their families through CPORT/QSR's review process.


CPORT/QSR collects, analyzes, and reports essential information about the population of children in state custody and their families. It measures the effectiveness of the service delivery system in order to promote positive system change and guide policy makers toward decisions that enhance the well-being of children and families.


The CPORT/QSR process is an intensive case review of a random sample of children in state custody sufficient to be valid at the 95 percent level of confidence statewide and the 85 percent level regionally. Proven research methods are rigorously applied to assure a high degree of reliability for the findings from the process - as well as strong validity for use of those results in program management and policy planning.
