Construction Division

The Construction Division is responsible for preparing proposals and letting to contract all Department of Transportation highway and bridge projects. Contract administration on TDOT projects and writing TDOT specifications and special provisions is also the responsibility of this division.

ATTENTION:  Effective for the September 2008 bid letting and after, a new proposal order form will be required to receive proposals.  Proposals will not be issued if requested by any other means.  This form must be completed and filed with TDOT before 4:00 p.m. CST on the day preceding the letting to receive a proposal.  The new form will be available on this website when the September 2008 bid letting is advertised.  You will need Adobe Reader 8.0 or newer to use this form.

 

Effective January 2009, TDOT will accept Internet bids and bid bonds only.  Allow 6-7 business days to complete the setup.  Information on electronic bidding and bid bonds can be found at:  http://www.tdot.state.tn.us/construction/bidx_expedite.htm

ATTENTION: A letter was recently sent to each contractor concerning Edison, the new software the State of Tennessee will be using to procure goods and services from vendors.  Each contractor will be issued an “Edison ID” for use with this web-based system.  Please be aware that the Edison ID should not be confused with the Vendor ID issued by the TDOT Construction Division.  Edison will not be used for bidding on highway projects and contractors should continue using their TDOT Vendor ID and Expedite/Bid Express to submit bids.  Edison training will still be beneficial to highway contractors because it can be used to track payments and for bidding elsewhere in the state.  Additional information about Edison can be found at http://tennessee.gov/finance/ERP_files/supplier.html.

ATTENTION:  Effective for the 2008 bid lettings, the Lettings and Proposal Contracts websites have been combined into one website that can be accessed through the Lettings menu on the left.  The proposal contracts for the 2007 lettings can be accessed by opening the appropriate letting website and then selecting the Proposal Contracts link on that website.

DESIGN-BUILD CONTRACTING

 

On June 30, 2008 TDOT Promulgated Design-Build Rule 1680-5-4, “Procedures for the Solicitation and Award of Design-Build Contracts”. 

“Design-Build” means a project delivery method that combines all or some portions of the design and construction phases of a project – including without limitation design, right-of-way acquisition, regulatory permit approvals, utility relocation, and construction – into a single contract.  TDOT will clearly define the standards and general specifications they expect for a project, and the Design-Builder works to satisfy those requirements.

The Department is utilizing the design build concept to expedite project delivery and streamline design processes.

ATTENTION:  The Department is now utilizing the electronic bid bond feature of Bid Express.  This is an option for any contractor using Bid Express Internet Bidding with service to either Surety 2000 or Insurevision's SurePath.  When submitting an Internet bid with an electronic bid bond, the hard copy of the Proposal Contract does not need to be returned to the Department.  Please contact Chris Hampton at (615) 741-2414 if you have any questions.

Bids will be received at the Department of Transportation, Construction Division, Suite 700, James K. Polk Office Building, Nashville, Tennessee, 37243-0326 and at the Department of Transportation, Region 3 Auditorium, 6601 Centennial Blvd., Nashville, Tennessee until 10:00 A.M. and opened publicly at the Region 3 Auditorium at that hour.  Unauthorized Internet bids will declared irregular and rejected.
