Elderly and Disabled
TennCare Division of Long Term Care consists of both the Long Term Care Elderly and Disabled program and the Developmental Disability Services program. The two programs are responsible for program oversight, providing services for the elderly and disabled, as well as the intellectually disabled populations. The Long Term Care Division determines individual medical eligibility for those entering Long Term Care provider programs which include both nursing facilities and home care services. Additionally, the LTC Division also provides oversight of both claim activities, as well as Long Term Care appeal processes.
- Long Term Care Elderly and Disabled (LTC E&D) – LTC E&D is responsible for determining eligibility placements into nursing facilities, the Program for the All-Inclusive Care for the Elderly (PACE), and Home and Community Based Services (HCBS) for Elderly and Disabled waiver program. In addition, LTC oversees the review and adjudication of Pre-Admission Evaluations (PAE), and in addition prepares for and testifies in PAE appeal hearings when necessary. As the Department of Finance and Administration is medical assistance unit, the LTCD also provides administrative oversight for both the Elderly and Disabled HCBS and PACE Community Based programs. Additionally, E&D is responsible for oversight of claim activities for both LTC E&D, and Developmental Disability Medicaid services.

Quality & Utilization Review
The Quality & Utilization Review Unit is responsible for monitoring the quality of care provided by nursing homes and home and community-based service programs. Additionally, the unit monitors utilization in order to contain costs and identify potential fraud.
