HOME Program
THDA administers the federally funded HOME Program to promote the production, preservation and rehabilitation of housing for low income households. HOME funds are awarded annually through a competitive application process to cities, counties and non-profit organizations outside the local participating jurisdictions.  Community housing development organizations (CHDOs) are eligible to apply for State HOME funds only if the proposed project is outside most HOME local participating jurisdictions.  THDA anticipates an allocation of $16-17 million in Fiscal Year 2008.

Emergency Shelter Grant Program (ESG)
THDA administers the federally-funded Emergency Shelter Grant (ESG) Program to increase the number and quality of emergency shelters and transitional housing facilities for homeless individuals and families, to operate these facilities and provide essential social services, and to help prevent homelessness. ESG funds are awarded annually on a competitive basis to cities, counties and non-profit organizations outside Chattanooga, Knoxville, Memphis and Nashville-Davidson County. An applicant must apply for at least $35,000 and may apply for a maximum of $75,000 in ESG funding. THDA anticipates an ESG allocation in 2008 of approximately $1.4 million dollars.

BUILD Program
The purpose of the BUILD Loan Program is to promote the production, preservation, and rehabilitation of housing for low and very low income households by making low interest short term loans available to eligible nonprofit organizations that help meet the housing needs of low and very low income households in Tennessee by engaging in eligible low income housing activities. The loans may be secured or unsecured depending on the proposed activity.

Community Investment Tax Credit Program (CITC)
Financial institutions may obtain a credit against the sum total of taxes imposed by the Franchise and Excise Tax Laws when qualified loans, qualified investments, grants or contributions are extended to eligible housing entities for engaging in eligible low income housing activities.  The amount of the credit shall be applied one time and will be based on the total amount of the loan, investment, grant, or contribution; or the credit may be applied annually for qualified loans and qualified low rate loans and will be based on the unpaid principal balance of the loan. 

Emergency Repair Program for the Elderly (ERP)
The Emergency Repair Program for the Elderly provides grants to low income, elderly homeowners who are 60 years or older to correct, repair, or replace essential systems and/or a critical structural problem.  The purpose of the program is to stabilize the elderly homeowner’s residence by making rapid, essential repairs to make the home livable.  This is not a comprehensive homeowner rehabilitation program. The program is administered state-wide through the nine development districts.

Housing Trust Fund Competitive Grants
In 2006, the THDA Board of Directors voted to create the Housing Trust Fund to address the housing needs of the very low income, the elderly and the special needs populations of Tennessee.  The Competitive Grants award funds to non-profit organizations, local governments, development districts, human resource agencies, public housing authorities and other departments within State government for eligible housing activities in the areas of homeowner rehabilitation, homeownership, and rental housing serving the target populations.

ADDI Program
THDA, working through Partner Agencies, assists first-time home buyer families with $5,000 of down payment, closing cost and principal buy-down assistance. If you are a first-time home buyer and interested in obtaining down payment assistance, please review the ADDI Program Description, and choose and contact a Partner Agency which serves the county in which you would like to buy a home. When an eligible first-time homebuyer submits all the proper documentation through a THDA Partner Agency, ADDI funds may be reserved on a first-come/first served basis for up to 120 days. The amount of available ADDI funds will be tracked on the THDA web-site.
