Our Mission

The Tennessee Department of Safety and Homeland Security’s Communications Office is committed to fostering a relationship of mutual trust, cooperation and respect with the public. Providing information to media outlets is an important aspect of achieving this goal – so is offering a topical, customer-focused on-line source of information.

It is the policy of the department Communications Office to make every reasonable effort to accommodate the news media to keep the public adequately informed, without jeopardizing safety, evidence, or the rights of suspects, defendants and other citizens.

The Communications Office prepares and disseminates all media releases, statements, advisories, reports and other communication tools to keep the news media and public informed.
 

Wes Moster, Communications Director

Wes Moster serves as the Director of Communications for the Tennessee Department of Safety & Homeland Security.  In that role, he works with department administration and the media to share information related to Driver Services, Tennessee Highway Patrol, Office of Homeland Security, and the Tennessee Highway Safety Office.  Prior to joining the Tennessee Department of Safety & Homeland Security, Wes spent several years in broadcast news producing and the assignment desk.  In 2015, Wes won two regional Emmys, and a regional Edward R. Murrow award.  Wes is a graduate of Western Kentucky University with a bachelor’s degree in broadcasting and a minor in geography.

Charmaine J. McNeilly, Deputy Director of Communications

As the Deputy Director of Communications for the Tennessee Department of Safety and Homeland Security, Charmaine McNeilly works on the website and with traditional media and social media to make department information more accessible to the public. Charmaine is an award-winning communications professional who previously served in communications and development roles for the Secretary of State’s office, Tennessee Housing Development Agency, and national nonprofit organizations. Charmaine graduated cum laude from Auburn University with a degree in communication and minors in marketing and journalism.

Lt. Bill Miller, THP Public Information Officer

Bill Miller was named Public Information Officer for the Tennessee Highway Patrol as a sergeant in July 2013. He was promoted to Lieutenant in December 2014. Prior to joining the department’s Communications Office, Lt. Miller worked as a road trooper and supervisor for 17 years. As a trooper, he served 10 years as one of the original members for THP’s Honor Guard. Lt. Miller previously served the state of Tennessee as a correctional officer and corporal with the Department of Correction in a maximum security correctional facility. Lt. Miller is a graduate of the Northwestern University School of Police Staff and Command. He is also a graduate from Bethel University School of Public Safety with a Bachelor of Science Degree in Emergency Services Management.

Arriale Tabson, THSO Public Information Officer

Arriale Tabson is the Public Information Officer for the Tennessee Highway Safety Office (THSO), a division within the Tennessee Department of Safety and Homeland Security. She began this role in June 2016. Arriale serves as the THSO’s spokesperson and is responsible for all earned-media communications regarding the state highway safety office.
She was born in Charleston, South Carolina, but is a native of Clarksville, Tennessee. She graduated from Middle Tennessee State University with a Bachelor of Science degree in Mass Communication. In 2021, she earned the Governors Highway Safety Association’s Peter K. O’Rourke Special Achievement Award on behalf of the THSO for creating Tennessee’s distracted-driving enforcement bus tour campaign. Prior to serving in state government, Arriale handled entertainment tour publicity for companies based in Nashville.
