Jim Layman is the Executive Director of Legislation and Rules for the TN Department of Children’s Services.  A veteran of work in the TN General Assembly, Jim has been with DCS since December 2021 and with state government for over 8 years.  Prior to joining DCS, Jim served in legislative roles for the TN Department of Health and the Department of Mental Health and Substance Abuse Services.  Jim also spent 3 years with the Insurors of TN, the state’s professional association for independent insurance agents, serving as the General Counsel and Director of Government Relations.  Jim is an attorney and spent several years in attorney roles with the Department of Labor and Workforce Development and other agencies before focusing on legislation and advocacy.  Jim graduated magna cum Laude from UT Knoxville and law school from the University of Memphis.  Jim has a heart for kids and has three of his own and loves taking them to UT football games and other UT athletics.
