Civil Money Penalty (CMP) Funds

The Centers for Medicare and Medicaid Services (CMS) collects Civil Money Penalties (CMP) from nursing facilities that have not maintained compliance with federal nursing home requirements. A portion of CMPs collected from nursing homes are returned to the states in which CMPs are imposed. The Tennessee Civil Money Penalty (CMP) Program resides in the Division of Health Licensure and Regulation within the Health Facilities Commission. Tennessee CMP funds are reinvested to support activities that benefit nursing home residents and that protect or improve their quality of care or quality of life.

Nursing homes, stakeholders, and other organizations are encouraged to submit CMP fund grant applications for the development and implementation of quality improvement initiatives that benefit nursing home residents.
